The ";" separated ASCII-text contains for each defined work package the following fields

abbr;Label
e.g.
0;Administration

abbr	numerical abbreviation of the label (e.g. 0). This abbreviation corresponds with the work package ("a") of the document reference system
label	used explaining the work package (e.g. Administration)

All ";" are required as separators
No field may contain ";" as character
The last line must be terminated with a carriage return/line feed
If this file is changed, the document reference system should be changed accordingly.
